Here is the obligatory plug for Digital Mars C++ which has been free for a long time. DMC++ has no weird license restrictions like this Microsoft release. DMC++ runtime libraries are open-source. DMC++ is compatible with Microsoft SDKs. You can communicate with the author, Walter Bright, in his forums. DMC++ is much easier to use than MinGW for platform reasons.
