How can languages help us in terms of achieving correct program design?

We talk a lot about how languages can help us with correctness of program execution, but why don't we talk about how languages help us with correctness of program design?

With all the rework that goes into making a non-trivial system well-designed, I'm bummed this subject does not receive much treatment - especially in terms that non-PhD's like me can understand.

Any thoughts?
