Two new tags

1) "Composition Systems"

-- I want to post a front-page story, and the best tag for it isn't available.

2) "Internet-Scale Programming"

-- becoming popular in ICSE, and PLT researchers also seem interested in this, perhaps if only for $$ funding.

Departments not tags

Traditionally, the items are assigned to departments not tags. Unless there is a feeling a considerable number of items will belong to a department I haven't been inclined to create new departments (actually we have too many, I guess it is time to retire some). Just use the general department, which is meant for exactly this predicament. If we decide to add a new department, we can move older posts to it if we are so inclined.
